WECF საქართველო ითხოვს სამართლიან არჩევნებს • WECF Georgia Calls For Fair Elections

26 ოქტომბერის საპარლამენტო არჩევნები უახლესი საქართველოს ისტორიაში ერთ-ერთი ყველაზე მნიშვნელოვანი დღე უნდა ყოფილიყო. არსებული მმართველი პარტიის ანტი-გენდერული, უმცირესობების წინააღმდეგ სიძულვილით სავსე და არაკონსტიტუციური კანონების მიღებით, პოლიციური რეჟიმის ღიად ძალადობრივი ქმედებებითა და დაშინებებით სავსე წინასაარჩევნო გარემოს, სამოქალაქო საზოგადოებამ, პროდასავლურმა ოპოზიციურმა პარტიებმა და საერთაშორისო პარტნიორებმა უპრეცედენტო მობილიზაციით და არჩევნების ინსტიტუტისადმი ნდობით უპასუხეს. წელს საარჩევნო პროცესს აკვირდებოდა 76 საერთაშორისო ორგანიზაციის 1 700-ზე მეტი დამკვირვებელი, 111 ადგილობრივი ორგანიზაციის 23 000-ზე მეტი დამკვირვებელი, ასევე პროცესი გააშუქა 199 მედია ორგანიზაციის 2 800-ზე მეტმა წარმომადგენელმა.

ამის მიუხედავად, ხელისუფლებამ მოახერხა და კვლავ ეჭვქვეშ დააყენა ქვეყნის ევროინტეგრაცია და ევროპული მომავალი, რომელიც კონსტიტუციით არის უზრუნველყოფილი. საერთაშორისო და ადგილობრივმა სადამკვირვებლო მისიებმა გამოავლინეს 900-ზე მეტი დარღვევა ასობით უბანზე, სადაც ხდებოდა ამომრჩევლის ნებაზე ზემოქმედება, საარჩევნო ხმის ფარულობის დარღვევა და სხვა სახის მანიპულაციები, რომლებიც ეჭვქვეშ აყენებს ნების გამოხატვის თავისუფლებასა და შესაბამისად, არჩევნების ლეგიტიმურობას.

“ქართულმა ოცნების” წინასაარჩევნო კამპანია, ისევე როგორც მისი მმართელობის 12 წელი, გამოირჩეოდა ჩაგვრით, დაშინებით, მტრის ხატის შექმნითა და მოსახლეობისთვის სენსიტიური თემებით მანიპულაციით, ასევე სიძულვილის ენით, სექსიზმით, ჰომოფობიითა და ქსენოფობიით, რის შედეგებსაც დღეს ვიმკით. ამასთავე, ხელისუფლება უარს ამბობს აღიაროს ათასობით დამკვირვებლის მიერ გამოვლენილი მტკიცებულებები, რომლებიც არალეგიტიმურს ხდის არჩევნების შედეგებს. არჩევნების ჩატარებიდან ორ დღეში არჩევნებისადმი უნდობლობა მშვიდობიანი პროტესტით რუსთაველის მოედანზე გამოხატა ათიათასობით მოქალაქემ, ოპოზიციამ და ქვეყნის პრეზიდენტმა. ახალგაზრდა იურისტთა ასოციაცია (საია), არსებული დარღვევების საფუძველზე დღესდღეობით 2263 უბნის შედეგების ბათილად ცნობას მოითხოვს, სადაც არჩევნები ფარულობის დარღვევით, ელექტრონული წესით ჩატარდა. არაერთი საჩივარი აქვთ შეტანილი სხვადასხვა ორგანიზაციებსაც, მათ შორის ISFED-სა და სადამკვირვებლო მისიას “ჩემი ხმა”. ამჟამად არცერთი სარჩელი სასამართლოს მიერ დაკმაყოფილებული არ არის. 

გასული ზაფხულის განმავლობაში ჩვენს პარტნიორ ორგანიზაციებთან ერთად, აქტიურად ვმუშაობდით საქართველოს ეთნიკური უმცირესობებით დასახლებულ რეგიონებში ქალთა პოლიტიკური მონაწილეობის გაზრდის მიზნით, ვაწვდიდით მათ ინფორმაციას არჩევნების მონაწილეობის, მათი უფლებებისა და სახელმწიფოს ვალდებულების შესახებ. ამის ფონზე, ჩვენთვის განსაკუთრებით რთული სანახავია თუ როგორ გამოიყენა ხელისუფლებამ ამ რეგიონებში მოსახლეობის მოწყვლადობა და იზოლაცია საკუთარი მიზნების გასატარებლად. 

არჩევნები არის დემოკრატიულ სახელმწიფოში მოქალაქეების პოლიტიკური მონაწილეობის ერთ-ერთი მთავარი ბერკეტი, რომლის ხელყოფაც მიუთითებს ავტოკრატიული რეჟიმის დამყარებაზე, რომელშიც ვერცერთი მოქალაქის უფლება, უსაფრთოება და გამოხატვის თავისუფლება დაცული ვერ იქნება. ვუერთდებით არასამთავრობო ორგანიზაციებს, სადამკვირვებლო მისიებს, საქართველოს პრეზიდენტს, საერთაშორისო პარტნიორებსა და უპირველსად, ქართველ ხალხს და უნდობლობას ვუცხადებთ არსებულ არჩევნების შედეგებს და მოვითხოვთ დეტალურად იქნას შესწავლილი და შესაბამისი რეაგირება მოხდეს ყველა დარღვევაზე და უზრუნველყოფილ იქნას საქართველოს მოსახლეობის არჩევნებში თავისუფლად მონაწილეობის კონსტიტუციური უფლება.

აქვე, სოლიდარობას ვუცხადებთ და მადლობას ვუხდით ყველა იმ ადამიანს და ორგანიზაციას, რომელთაც არჩევნების დღეს, უზარმაზარი წნეხის მიუხედავად, განუზომელი შრომა გაწიეს და ფართო საზოგადოებას მიაწოდეს ინფორმაცია არსებული დარღვევების შესახებ.

The parliamentary election on October 26th was meant to be a defining day in recent Georgian history. Faced with an increasingly authoritarian regime advancing anti-gender, minority-hostile, and unconstitutional policies, along with a pre-election environment marred by violent actions and intimidation, civil society, pro-Western opposition parties, and international allies rallied in unprecedented support of a democratic and non violent European Future. This year, more than 1,700 observers from 76 international organizations, over 23,000 observers from 111 local organizations, and more than 2,800 representatives from 199 media outlets monitored the election closely in an attempt to protect each vote.

These missions documented over 900 violations, such as voter manipulation, breaches of ballot secrecy, and other misconduct across hundreds of polling stations. This puts the freedom of choice – and thus the legitimacy of the election – at serious risk. Yet, the government managed to cast doubt on the country’s constitutional commitment to Euro integration and its future. 

The pre-election campaign led by “Georgian Dream,” much like its 12 years in power, has been characterized by oppression, intimidation, creation of enemy images, manipulation of sensitive issues, and the promotion of hate speech, sexism, homophobia, and xenophobia. Now, the government refuses to acknowledge the findings of thousands of observers that challenge the legitimacy of the election results. Only two days after the election, tens of thousands of citizens, along with opposition leaders and the president, took to Rustaveli Avenue in a peaceful protest, expressing their lack of confidence in the election results. Georgian Young Lawyers’ Association (GYLA) submitted complaints to district election commissions, requesting the annulment of results from all (2,263) polling stations within the respective districts where elections were conducted using technology. Other non-governmental organizations such as ISFED and “My Voice” have also submitted their complaints. Until now, none of them were accepted by the court.  

Throughout the past summer, WECF Georgia along with partner organizations worked in Georgia’s ethnic minority regions to mobilize women’s voters, who are statistically much less likely to participate in elections than other groups. They were equipped with essential information on voting, their rights, and the state’s obligations. Against this backdrop, it is deeply concerning to see the government exploiting the vulnerability and isolation of ethnic minorities in these regions for political gain, using coercion, bribery, and other unethical methods.

Elections are a core pillar of democratic citizen participation. Undermining them signals the rise of an autocratic regime where the rights, safety, and freedom of expression of all citizens are at risk. We stand in solidarity with non-governmental organizations, monitoring missions, the President of Georgia, international partners, and above all, the Georgian people. We express our profound distrust in the current election results and demand protection of the constitutional right of Georgians to participate freely in elections and call for a comprehensive investigation and accountability for all violations.

Finally, we extend our solidarity and gratitude to everyone who worked tirelessly to inform the public about these critical violations despite immense pressure on election day.
